    • Organized by people to address crisis issues
    • Organized by the government to institute reforms for policies & bridge the gap between tribe and state
  • History of Loya Jirga: 
    • Centuries old
    •  Pre-Islamic- currently uses the quran as its basis
    •  Used to elect  our country founder Ahmad Shah Durrani
    • First used in Kandhar and attended by Pashtuns, Tajiks, Hazaras, Uzbeks and Aimaqs to liberate Afghanistan from the Safavids.
  • Formation/Participation: 
    • Provincial and district governors are given authority to invite tribal elders to select a person they believe in representing them and their matters.
  • Current state of Loya Jirga: 
    • Currently, Afghanistan has a parliamentary system and loya Jirga is not needed
    • Loya Jirga opposes constitutions
  • Taliban & Jirga: 
    • Oppose loya jirga
